      Hepromisedthatthecountry,theworld‘sthirdlargesteconomy,wouldendeavortocutcarbondioxideemissionsperunitofgrossdomesticproduct(GDP)bya“notablemargin”by2020fromthe2005level.


      Thismakesthetopplingofmanypollutingchimneysinevitable.


      “Mycompanyhadbeentryingtochangetheimageofamajorenergyconsumptionandpollutingenterprisebyresortingtoenvrionment-friendlytechnology,”saidZhangTingke,deputymanagerofChinaHuanengGroup(CHNG),amajorstate-ownedenergyenterpriseswithinstalledcapacityofmorethan9,000megawatt.


      ZhangsaidallofCHNG’scoal-fueledpowerplantswillachievedesulphurizationbytheendof2010.


      “Wearenowrestructuringtheenterprise,”hesaid.“Thepercentageofcleanpowerincludingbio-energyandnuclearpowerhasbeenonarise.Theinstalledcapacityofcleanenergywouldreach33percentby2010.”


      Zhang‘scompanyisnotjustamongthefewthathavefollowedthetrend.


      LiYue,vicepresidentoftheChinaMobileCommunicationsCorporation,saidhiscompanyreduced11percentofitstotalelectricityconsumptionin2008comparedto2007.


      An“GreenActionPlan”,includingadoptinglowcarbontechnologiesandsavingresourceswithnewmanagementregulations,hadbeentaken,Lisaid.


      Asasignofthelowcarbonfervor,thethree-dayWorldLowCarbonandEco-economyConference,whichendedhereSunday,hasattracted500enterprisesfrom25countriesandmorethan1,300governmentofficials,businessexecutives,foreignambassadorsandinternationalorganizationrepresentatives.


      TheConferencepassedadeclarationonWednesday,callingforallnationsandbusinessestodeveloplowcarbonandeco-economytotackleglobalwarmingandotherenvironmentalissues.


      Despitepositivereactionsfromthepublicandindustrialsectors,ChineseenergyexpertswarnedthatChina’sroadtoindustrializationthroughlow-carbonpathwouldbehard.


      Areport,jointlyissuedinSeptemberbymorethan100Chineseengeryexperts,saidChinamightreducetheintensityofcarbondioxideemissionswithapersistentpolicyofenergysavingandemissionsreduction.


      But“withoutlong-termsustentivetechnologytransfersandfinancialsupportfromabroad,itwillbedifficultforChinatosignificantlyreducetotalcarbondioxideemissions,”thereportsaid.


      Itadmitteduncertaintiesexistinchangingtheawarenessofboththegovernmentandpeople,technicalinnovation,investmentandinternationalcooperation.


      WangJianli,directoroftheResearchDepartmentoftheEnvironmentalProtectionandResourcesConservationCommittee,saidChinaneedstoborrowinternationalexperiencestopromotelow-carbondevelopment.


      WangsaidChinahadsolicitedsuggestionsfrommultinationalswhendraftinglawsandregulationsonenvironmentalprotectioncirculareconomy.


      JiangxiProvincialgovernmentannouncedduringtheconferencethatthetheprovincewouldcooperatewiththeFinlandgovernmenttobuildalowcarboneco-cityinGongqingcitybythePoyangLake,China‘slargestfreshwaterlake.


      Thecitycoveringsixsquarekilometerswasdesignedtoaccommodate100,000residents.Theprojectwillbeginatthebeginningof2010andbecompletedin2013.


      “China’surbanizationprocesswillbringmillionsofruralpeopleintothecities.HowtobuildcitiesforsustainabledevelopmentisachallengetoChina,”saidMauriTommila,whosecompany,Finland‘sDigiEcoCityLtd,joinedtheeco-cityproject.


      Thecompanywillbuildanothereco-cityineastChina’sJiangsuProvinceandhadbegunnegotiationwithShanghaiandBeijingMunicipalgovernmentformoreeco-cityplans,Tommilasaid.


      ZhangKunmin,vicepresidentofChineseAssociationonSustainabledevelopmentsaidlowcarbondevelopmentisasystematicandcomplexproject,whichrequiresthejointeffortsoftheChinesegovernmentandcompaniesaswellastheinternationalcooperation.
